Children and Family Services | General Child Care and Development: Center-Based Program (CCTR) and California State Preschool Program (CSPP)

The General Child Care and Development: Center Based Program and the California State Preschool Program provide quality education and care settings for the children of eligible families.  Families are enrolled from the Centralized Eligibility List (CEL) based upon most eligible first.  For more information regarding these programs or to request an application for the CEL, please visit one of the sites or call (888) 296-5437.  The CEL application may also be accessed via the following links: CSU Eligibility List Application (English), CSU Eligibility List Application (Spanish)

General Child Care and Development: Center-Based Program (CCTR)
These state and federally funded programs provide quality child development programs in centers operated by:

  • Carolyn E. Wylie Center for Children, Youth, and Families
  • Concilio Child Development Centers
  • Hemet Unified School District
  • Mt. San Jacinto Community College
  • Murrieta Valley Unified School District
  • Rawlins Child Development Center

These centers:

  • Are staffed with a credentialed teacher;
  • Provide full-day or part-day early childhood education to children of low-income families.  The parents/guardians must be working and/or attending school;
  • Must meet the Exemplary Program Standards set by the state; and
  • Must utilize curriculum that meets the developmentally-appropriate needs of the children.

California State Preschool Program (CSPP)
This state-funded program offers full-day or part-day developmentally appropriate preschool instruction for eligible three- and four-year-old children.  Riverside County Office of Education directly operates CSPP sites through the Early Childhood Education Programs Unit.  The Children’s Services Unit provides funding and monitoring to CSPP sites located at centers operated by:

  • Carolyn E. Wylie Center for Children, Youth, and Families
  • Coachella Valley Unified School District
  • Concilio Child Development Centers
  • Moreno Valley Unified School District
  • Mt. San Jacinto Community College
  • Murrieta Valley Unified School District
  • Rawlins Child Development Center
  • Romoland School District
  • San Jacinto Unified School District
  • Thousand Palms Child Development Center
